yes and no --

First you can not run Open Office on OS 9.xx so you will need to think about and upgrade to OSX or maybe Yellow Dog Linux.

Open Office will allow you to open and use Microsoft Office files (word or .doc files, excel or .xls files etc.).

winmail.dat files are caused when an Outlook does it's weird RTF thing -- the best thing you can do is ask the sender to change their mail format to plain text. A second choice would be http:// www.joshjacob.com/macdev/tnef/download.html this is a little program that will allow you to open winmail.dat files, and there is a version for OS 9.

.exe files are executable programs, if you really want to use on you need to install something like Virtual PC

Just a note of warning, it sounds like you are trying to deal with email attachments, a .exe file attached to an email is probably some kind of virus or something -- not that it will bother your mac, but i would guess you could probably infect a Virtual PC install.
