Sounds like a LOCALE problem to me. IIRC, Germany uses the comma as the
decimal separator and . as the 1000's separator. To get US-en style,
changing the LOCALE would seem to be a good bet. You could also see if 
http://people.via.ecp.fr/~remi/win/ooovirg/ooovirg.php3 could be used
even though it is a 1.1.x utility.
