There is a file ending in .msi (should be something like
openofficeorg19125.msi) Simply double click this.

The zip files I've downloaded also include setup.exe - your statement
that setup.exe isn't there is a red flag to me.
 
You did download the file OOo_2.0beta2_Win32Intel_install.zip from
openoffice.org, right?

The *.msi format is the new microsoft install methodology. (It is
supposed to provide better, more consistent installs and un-installs)
