Openoffice can create PDF documents. Just press the PDF icon in your
toolbar or select File->Export as PDF from the menu.

Probably. Openoffice is a office package similar to Microsoft Office. It
can be used to do word processing, spreadsheets, presentations, drawings
and not too complex desktop publishing.
It can output all of that to a pdf file, but can't edit a pdf.
