If it's really only about changing columns of xxx.yy to xxx,yy use
Find&Replace after having imported the .xls: select column(s) to
replace, open Edit.Find&Replace, search for '.' and replace with ','
(both without ' single quotes of course), in the MoreOptions check
"Current selection only", click ReplaceAll. Done.
