Do you want the margin width to be set by the millimeter, or would you
prefer it to be set by the pica, point, or  inch?

If you use OOo, you won't have to set the margin by hand.  
Reconfigure the margin in your template, and when you next open the
document, the margins will be automatically set.

That statement confuses me.  There is _nothing_ that you have
described  that is not trivial to do in OOo.
