I know next to nothing about the particulars of Visio; I've never used it. But I do know in general that it is a vector graphics drawing program. OOo Draw component is also a VG drawing program. It's not inconceivable that the Visio drawings could be exported to another VG format that both programs have in common, like SVG. (Draw can import SVG with an optional plug-in). And then you could import the images into Draw and resave in the native OOo format.

I'm not certain, but my guess is that would take care of a lot of the resource usage issues if you can get it to work. Without a) having a copy of Visio available to play with, and b) knowing precisely what your drawings are like, it's impossible for me to say if that is a possible solution, but it seems worth exploring.
