Pardon me for jumping into the thread, if you already have answers but I do not think that OOo does this out-of-the-box. I do know you can do this with a simple wrapper script that detects the LOCALE and laucnhes OOo in the appropriate language. You see OOo expects to work in a single language for the most part but allows you to mix languages. However, you want language specific instances of OOo that are sensitive to the LOCALE.
