When you are in the Navigator, right click on Heading and select
Outline level from the context menu. What number is checked (ticked)?
Are you using the Heading styles in your document? I ask because you
did not mention using a Headings. If all you used were paragaraph
styles, none of these will show up under Headings.
I would recommend you take some time studying the Writer Guide
found at http://documentation.openoffice.org/manuals/index.html.
If you are using a OOo 1.1.x version, then get the User's Guide for
1.1.x. If you are using OOo 1.9.x (2.0 beta or developer snapshot),
study the documents for 2.0 in the Writer Guide section further down
the page.
