1) First, make sure you have a named style...

2) For purpose of illustration - set a value to some cell - A1 to 3

3) Select the row you want to apply the condition.

4)Open conditional formatting dialog

5) In Condition 1, select Formula Is

6) As condition, enter $A$1=3 (absolute addressing required!)

7) Set Cell STyle to previous named style.

8) Select OK - and you're done.
