If you use Indus Valley writing systems, 1.1.5 is better than 1.1.4. 
OTOH, if you use Semitic Languages, then 1.1.2  is better than 1.1.3,
1.1.4, or 1.1.5.  I haven't noticed any differences between 1.1.4 &
1.1.5 for CJKV.

You can download it for free from OpenOffice.org.  Depending upon your
connection speed, it can take anywhere from ten minutes, to 400 hours.
  [From personal experience, I don't recommend downloading it, if your
connection speed is less then 30KB.  (I have downloaded it at 2400
baud, and that was painful, to say the least.)]

If you don't get "foreign" documents, and work only in European
languages, then 1.1.5 probably is not necessary.
