     What you need to do is use Master Documents. Go to this web page:
http://documentation.openoffice.org/manuals/index.html. Down in the Writer Guide section, get the chapter: Creating and Using Master Documents. It will explain what you need to do.

For the record, the problem I was having with sections was because I was inserting the section to the end of the document.
