Is it true that one's browser must have javascript enabled in order to download?

If so, why doesn't it say that on the download page??

It does. Try disabling js and you are presented with a proper page as
you navigate.

Then if a person does have js enabled, what would cause the "Continue to Download" button to ignore being clicked??
