I haven't seen a satisfactory answer here, so I'll bite.

AIUI, use the Style list (F11) to define a Question and an Answer
Paragraph Style. Both to be followed by the Answer style.

Set the Question style to no indent and spec the numbering style
you want it to have. Set indents and numbering style for the
Answer style. You might want to set spacing and other things as
well.

You need to define the numbering style you use for these para
styles by clicking the List Style icon in the Style List toolbar,
right click the numbering style in question and go Modify.

By doing this, all you have to do is apply the Question para
style for each new question and the rest should be fairly
automatic. Theoretically.

Problem is, I can't get the numbering aspect to work. Nothing
seems to stick. I have to add the numbers manually each time by
applying a numbering list style via Styles List.

Unless I'm missing something, this is another aspect of OO that
doesn't work. One small commiseration: numbering doesn't work in
Word97 either.
