I would say, knowing quite a bit about Windows Installer architecture
that as a rule, one would always want to uninstall a program before
installing a new version, mainly because the installer is hopeless in
terms of emptying out the registry which usually has "ghost" entries
that inevitable lead to re-installation bugs that it are really
challenging for the novice user to get a handle on. I would say one
should follow this methodology with Windows, even if the program
instructions suggest it should not be necessary. Better safe than stressed.
