Have you checked that the name www.openoffice.org resolves correctly (to 
64.125.133.202) ?
Have you tried ping & traceroute ... should tell you where it is failing ?

If it really is the ISP - complain to the ISP (it is possible that there is a 
technical routing
problem -- does sometimes happen) ... then write to slashdot.org ... this is 
the sort of story that
they love.
