You do not really need a template to do this. Create the file you want
them to use as the basis for the file(s) they create. This is based upon OOo
1.1.4. When they first begin, have them do this:
1) Format > Styles > Load.
2) Check (tick) the Overwrite choice.
3) Click From File.
4) Browse to your file.
5) Click Open (to use the styles of your file in the new file).
6) Click OK (to close the Load Styles window.
This way your file and any updates will stay together and have the same
styles.
