When the installation program finished, did it report that the
installation completed successfully? If so, have you restarted Windows?
This shouldn't normally be necessary, but I have seen the "All Programs"
menu fail to update properly after an install (not just OOo) on a couple
of XP boxes.
Did you run the install program under the same user log-in name as you
are now logged in with?
Take a look at your hard drive with Windows Explorer (My Computer) and
see if you have a folder under "Program Files" with the name starting
"OpenOffice.org".
With answers to the above questions we may be able to offer some
suggestions or guidance to resolve your situation.

Looks like I ran the "multi-user windows" installation, and that was
wrong. I followed the regular windows installation and it works now.
