Yes, it is not part of msttcorefonts.

These are metric files, not fonts.

No it's not. It comes standard with MS Windows, but it is not a free
font.

Microsoft has once made a set of fonts (dubbed the corefonts)
available on the internet. They have since withdrawn the collection,
but the license allows the kit (a CAB file) to be distributed in
unmodified form. So it is perfectly legal to have the kit and
distribute it. The msttcorefonts RPM files contain the kit
(unmodified), and a procedure to unpack and install the fonts.
