I will guess that Windows itself is asking about updating MSI. Therefore
I suggest that you try windowsupdate to get a later version. If MS does
not have an update for you, you may still install by using setup.exe
which avoids MSI.

Don't know that it has this information for W98 but you might find it
worthwhile to have a look at
