I found the rc2 French language tarball at the above URL.

And the answer is yes. Unpack the pack and run whatever your native
installer is. In my case this was rpm. What this does is gives you the
capability to switch lanaguages via Tools > Options > Language Settings
via the dropdown menus. Neat.
