I can't say in this case and sometimes shooting in the dark will look foolish, but I have found degraded graphics imported to OO.o (Linux), when saved is due to the fact it is saved in 75 dpi (screen standard). If you can find a setting or checkbox that will bring it up to 300 dpi (printer standard) will restore the graphic.
