When you installed OOo you checked/ticked the boxes to make OOo the
default application for MSO files and the OOo installer program did
exactly what you told it to do.

Yes this is a bad flaw in Microsoft's operating systems. Microsoft only
allows you to associate one program with one file type.

No, Microsoft will not allow you to do this. If you start the
appropriate MSO program, then use the "File -> Open" menu entry you can
open your MSO files.
