Create a Writer template as follows:
1) Create a new Writer document. Add some text.

10) The result will be an error message: "Error writing document Untitled 1
as template: General error. General input/output error."
This did not happen in 1.1.4. That is, it was previously possible to
overwrite an existing template.

And it did NOT happen using OOo version 2.0 on Linux FC3. If you have
time to mess around with things, try setting
SAL_ENABLE_FILE_LOCKING=0
And then trying again. I do not know a lot about this, Google it!
