You made the change in the wrong place perhaps. Look at
Tools > AutoCorrect/AutoFormat > Options (tab). The 8th listing in OOo 1.1.4
earlier versions is "Replace dashes". (It should be the same for NeoOffice.)
Make sure both boxes at the beginning of this line are checked (ticked). This
should do it.
