I try to reproduce the error, but I can't. Maybe it's been fixed in OOo 2.0?
Anyway, I guess you can do these to eliminate the problem:
1. Provide the empty page before you paste any picture. I usually hit Enter on 
top of the page several times, and then hit Ctrl Enter to make a new page 
several times too. So when I paste the picture, I don't have to hit Enter 
again to move the cursor below.

2. This is the most important thing I guess: Anchor the picture "as 
character". This way it will always follow the text flow and stays at the 
place where we want it.

Currently I'm working on a Linux Course material. So, I'm working with 
inserting pictures too. I'll let you know if I encounter this kind of thing 
again.
