This is because you browser thinks that you want to open the page as a web page. However you obviously want to open it using OOo. So the best option is to put your mouse cursor over the link and then using the right mouse button to get the context menu, select "Save Link As" (or something similar to save the file on your disc. Once this is done then OpenOffice.org should be able to open the file without a problem.
