It looks like the best way is to insert frames in the margin and enter
each comment in a frame. Set the anchor 'To Character', so the frame
will move with the text if the document is edited. Also, I'd set the
wrapping to 'through' so it won't move the text. You can even colour the
frame and make it transparent. Be sure that you save in Microsoft format
before sending the file.
