Thankyou, but the problems seems to be associated with removing Outlook from my system.  Nothing wrong with Outlook of course, I just don't choose to use it. Nor Iexplorer for that matter.
Trying to invoke the email client from File menu just causes an error, suggesting that setup for OO/Email is incorrect.  Sure!
The  notes in the OpenOffice folder mention that a *.DLL can cause problems, and suggest searching MS Knowledge base for information. 
Nothing specific there that would help as far as I could see. I'll just cut and paste, that's easy.
