Yes I can do all these things and I get the expected results.
I go into the directory and can list what is on /mnt/memst, create an
empty file and remove it.

Sorry, I missed the original post but what version of Linux?
I am using Fedora Core 4 and there are settings that can prevent an
application directly accessing /mnt. It is part of SELINUX that is on
by default. How to fix it I don't know. This hit me last night.
