You didn't say if this was Writer, Calc, or Impress, but I'll assume it's Writer. Go to Format > Page. Click on the Footer tab. Check the box that says Footer On. Then go back to the document. The footer field will now be visible. Click in this field. If you want it to say "Page 1 of 3" for example, type in "Page ", then go Insert > Fields > Page Number. then type " of " and go to Insert > Fields > Page Count. Or if you want it to be just like you stated "1/3", then simply Insert > Fields > Page number; then type "/"; then Insert > Fields > Page Count.
