Instead of a page background, try inserting a picture with Insert > Picture > From file... Make the picture look like a watermark by selecting Watermark on the Graphics mode dropdown menu on the Picture toolbar (it should appear automatically when you insert the picture). Place the picture in the background by right-clicking the picture and selecting Wrap > In Background When you have the watermark exactly where you want it, lock it in place so it won't move by right-clicking the picture again and choosing Picture... On the Options tab under the Protect section choose Position.
