I just tried the same thing and had no worries at all.

I inserted a .bmp into a draw page, then using the text icon created a
text box into which I added some text. I could place it where ever I
like (within the draw page, not just within the .bmp), resize, change
text colour, font, etc...

I then used the 'select' tool to select both items (the .bmp and the
text box) then happily exported to .jpg format.

I'm hoping you don't mind, but I've included my attempt as a 20kb
attachment for the OP (altho this won't get through to the list).

I may have missed something in the question - if so, please advise.
