That issue seems to be for Bullet styles (and I just have no time right now to check that one), but for numbering styles this solution works fine. (Just done it). Only thing I did different was to save the doc, with the default numbering style set to "list 1", with "Save As Template". (This whole saving with the orgniser really gets my knickers in knot :-) ). After that I used to organiser to set the saved template as the default. Works like a dream.
