You should be able to do this as follows:

Tools > Options > OpenOffice.org Writer > General > Tab stops

This would be a general setting and not something set per template.

 I am trying to write future documentation with OpenOffice. Therefore
I want to create a template with appropriate styles.

I don't find a possibility to set the default indentation when a
user clicks the toolbar button to increase left indent.

This is by default 1,25cm which I don't like. How can I change this
value?

And further: Can this value be set per template or is it a general
setting?
