You don't need the quickstarter to get OOo running. The quickstarter
only assists in keeping a portion of the program in RAM memory so it
starts faster, when required.

It should be possible to start OOo without the quickstarter (as it
does in linux versions).

Strange that your not getting a proper error message. How are you
'starting' the application initially, do you have a OOo document to
start with or are you selecting it from 'all programs' etc...
