Is 'Wizards' one of the installations options that could have been left
out? Or does it need java to run?

This pasth does not exist on my OO v2.0. Also when I select
Tools->Options->Language Settings I get the attached window, as if it
has not been implemented yet...
Please recheck your installation. That the wizard is missing is on your
system tells me this fact.
