Have you tried using the wizard? That makes your dbase file accessible to OOo 2.0 as a data source, then you can use File > New > Labels to set up the labels for printing.

1. In Writer, go to File > Wizards > Address Data Source.

2. On the first page of the wizard, choose "Other external data source" and click Next.

3. On the next page of the wizard, click the Settings button.

4. Choose dBASE as the Database type and click Next.

5. Continue to follow the prompts in the wizard.
