[users] How to set default format for time or date?

How can I specify the default format to use (e.g.) for time or dates in 
a spreadsheet in OOo 1.1? I'm not asking for a way to set up format for 
a single cell containing a time or date (I know how to do that), but 
rather how data entered is displayed when I have not selected a format 
for the cell, and oo calc has determined that data is a date or time string.
