In OOo2.0.x, you should find the Database Wizard under
File > New > Database. Is it not there?

I'm not sure which doc you mean, but it is probably written for
OOo1.1.x. Database creation has changed in OOo2.0.x. The chapter 
titled "Getting Started with Base" in the Getting Started with 
OOo2.0 book should help you:

If you are using OOo2.0 or 2.0.1, then you need to update the JRE. The 2.0 
versions require JRE to be 1.5  (version 5).
