Did /usr/share/mime/application/octet-stream.xml /usr/share/mimelnk/application/octet-stream.desktop And it is in kdelibs-data package -- reinstall it. However, if you messed up your association as a regular user (which is what I expect) then you can just move ~/.kde/share/mimelnk somewhere else (why KDE is off). By that you will loose all your changes, but KDE should be functional. If it doesn't help, then move somewhere else whole ~/.kde tree.
