Wow. 
The vast majority of people have the opposite problem : they cannot
understand 
why a csv file with the extension TXT is not opened in Calc. 
I think that the OOo developers in trying to help them have hindered
you. I 
think that the behaviour of "Insert" -> "File" should indeed be to
insert the 
file (if possible) into the current document as you expect and since
this 
works in OOo 1.x I would consider this a regression for 2.0.1. Can you
please 
report this in issuezilla ? ( http://openoffice.org -> "My Pages" -> 
"Register", then when you receive a confirmation email, "Login" and
"File an 
issue" )
In this way the relevant developers will see your bug report and you
will also 
see the progress of this bug report if it is accepted.
