Roderick, thanks for opening the issue. I wanted to comment, but I did not find a comment button....
I think instead of "Format > Object > Line" it shoudl read "Format > Object Properties > Line" But what is worse: That is not only a documentation bug, that is a bug in functionality. The line was on invisible, but Impress shows in slide show mode, the bogus lines shown here http://alzental-castle.de/~rd/ooochartborder.png They are not visible in "Normal" mode, even if is use a 400% magnification.
