Unfortunately no -- format of Microsoft Works is something even more weird
than other Microsoft formats, so no other program (free or proprietary,
even other Microsoft programs) have importing capabilities for it. Sorry,
you have to find some copy of M$ Works and export to some other format
which is supported (RTF or Microsoft Word would do). The same goes, I am
afraid, for M$ Publisher.

Actually, IIRC there's supposed to be some kind of convertor program
available for download from MS that will convert these things to Word
format. Then you can open them in OpenOffice.org. I would suspect that
with two translations you will have some issues with formatting, but
that's better than nothing.
For Publisher files you're pretty much screwed.
