Unfortunately no -- format of Microsoft Works is something even more weird
than other Microsoft formats, so no other program (free or proprietary,
even other Microsoft programs) have importing capabilities for it. Sorry,
you have to find some copy of M$ Works and export to some other format
which is supported (RTF or Microsoft Word would do). The same goes, I am
afraid, for M$ Publisher.

Once you've converted files to Word, you can open them with OpenOffice.

For Publisher there are also some tricks; if i remember correctly by converting first to pdf and then to Word or by converting to html.

One other option, if you own MS Word, and the Works Version is 4.0, then you can go to File-New-Other Documents-Batch File Conv. This will convert a group of Works 4.0 files to Word. You could then start using OpenOffice on them.
