Since OpenOffice is a single application, it tries to open files with the module that is normally most appropriate for that file, which is why files with extension ".TXT" open in Writer.

However you can force any file to be loaded into Calc by selecting "Sheet from file ..." under the Insert menu in Calc which first opens a window similar to the one in Excel allowing you to define columns.
