It is a well-known limitation of OOo, it has been the same for ages
(and has been reported several times). You can not create arbitrarily
formatted outline numbering. The order of the fields is fixed and
fields are separated by a single period - you can't change that. 
It is one of the things that MS Word can do and OO/SO simply can't.
Then there are other issues, like the ever recurrent issue of how
to create appendices (which, if you want to do it properly, would
require that you can redefine the outline format and restart the 
counting at a certain point). Outline numbering, and numbering in
general, is still a bit immature in OO. It's OK most of the time,
but you can't really create legal numberings or anything fancy like
that with it.
