OpenOffice.org or Microsoft Excel? You can delete a row by selecting it then go to Edit > Delete Cells (or something similar, I have only a German version of OOo). This should do, what you want. When you only select the rows and press the "delete" button, you only delete the content, but not the row itself. AFAIK, MS Excel works in the same way.
