You can record a macro and assign a keystroke to the macro. I've used this method for years and it works very well.

(select the em dash from the INSERT/SPECIALCHARACTER menu while recording your macro)

Good idea, but...
I have never been able to *find* the em-dash or en-dash in the
Special Characters list, and I can't find anything about it in the Help (which talks only about the AutoCorrect method of inserting dashes), so your method doesn't work for me. I suspect that the vast majority of OOo users would have the same problem.

If you can tell me where the dashes are, that would be a great help.

The en-dash is Unicode character U+0213 and the em-dash is Unicode character U+0214. The next character U+0215 (not found in most fonts) is named HORIZONTAL BAR is intended to be used as a quotation dash or any especially long dash.

Characters appear in Unicode order in the Special Characters dialogue box and the Unicode number of the currently selected character appears in the bottom right-hand corner of the box.

These dashes are followed by various typographical quotation mark symbols. Once you get used to finding the supplemental punctuation group in the Special Characters dialogue box, these specific dash characters cannot be missed. They are part of the "General Punctuation" block in Unicode, meaning the most common general punctuation not already included in standard ASCII. In most fonts they are the only dash-like characters that will appear in the "Special Characters" list.

For charts of the complete Unicode character set see http://www.unicode.org/charts The name index is at http://www.unicode.org/charts/charindex.html Search on DASH for various kinds of dashes.

If you are using Windows, you can also find and insert non-keyboard characters though the system menu Start -> All Programs -> Accessories -> System Tools -> Character Map. Character Map provides more information as to the identity of characters via tool tip help when your mouse pointer lingers on any of the characters.
