You need to install a font that contains the IPA characters. There are free 
ones available from Summer Institute of Linguistics (SIL), although some 
people refuse to use them due to political and religious issues they have 
with SIL. 

A word about IPA fonts -- there are two different ways these fonts have 
been created. In the past the IPA characters were mapped to a regular 
keyboard and you printed out a "template" showing which keys were 
mapped to which characters. For example, to get an esh you used the 
capital S. That meant that you needed another font for regular typing and 
you would switch to the IPA font just when you needed IPA characters.

The new way is to encode the font according to Unicode standards. Thus, 
you have the regular characters where you expect them to be. When you 
need IPA characters you don't have to change fonts, you just use Insert 
Character to find the character and insert it into your document.

If you use SIL fonts the best one is Gentium. They have a new one called 
Charis that includes a bold and bold-italic version, which Gentium lacks. 
However, I think Charis is not as attractive as Gentium. Plus, they made 
the character height the same as the capitals so there is a white space 
above each character that can obliterate parts of other objects immediately 
above it (e.g., a graphic).
